Technocrats made extensive use of society's investment resources to fuel unsuitable production units instead of deploying efficient ones. They turned self-government into an impotent appendage, contrary to their proclaimed coordinator positions in the service of labor collectives. S. Vasiliev sharply qualifies the “economy of united labor” as a myth that covers the domination of technocracy, the collapse of the third reform.



The evolution of the ruling stratum in the Soviet economy of the 50s and 70s contains the same fundamental phases, despite a different background and many particular differences.
